This urgency paper was prepared as the basis for the formulation of the National Counterterrorism Agency Regulation on Guidelines for Community Empowerment in the Prevention of Terrorism. This document explains the urgency of the regulation, the objectives of its formation, the goals to be achieved, as well as the main ideas and scope of the content to be regulated in order to provide a legal basis for the BNPT and relevant stakeholders in implementing community empowerment as part of national preparedness.
